The plan

2907 Cameron Loop is 1.12 acres in South Austin, zoned RR (rural residential), with utilities and city sewer on site and not in the floodplain, according to the listing. It is listed at $850,000 and has a 1960s house on it. The listing says it could be rezoned to SF-3 for up to 30 homes. That number is the broker's, not ours, and has to be tested by a civil engineer. If a rezoning to SF-3 were approved, Austin's HOME changes would allow smaller lots than before, which is what makes a small-home cluster possible on land like this. This is not a do-it-yourself project. It needs an experienced local builder or developer to lead the rezoning, design and construction. The value of the idea depends entirely on what the city approves and how many lots the trees, setbacks and streets leave room for.

Key assumptions

Purchase at the $850,000 asking price. About $75,000 for survey, tree survey, civil engineering and rezoning work before any construction (a Realtix assumption). Construction would be financed and run separately by the builder. The 30-home figure is the listing's claim and is unverified.

Risks

Rezoning may be denied or take a long time. Heritage oak trees can cut the number of buildable lots. Neighbors may oppose added density. RR zoning does not get the HOME rules until it is rezoned. Building costs and home prices can move against the plan. City map facts: zoned RR, not in a mapped floodplain, mapped lot about 48,500 sq ft (1.11 acres), and inside the Edwards Aquifer Recharge Verification Zone, which can require a geologic assessment and add water quality rules. Any home count depends on rezoning approval and engineering.

Open questions

Would the city approve a rezoning from RR, and to what? How many lots survive trees, setbacks, streets and drainage? Does the Edwards Aquifer recharge verification zone require a geologic assessment here? Is sewer capacity enough for more homes? Seller has not been contacted.
